Boston bombing brother had contact with extremists

American attacks treated differently Why is it that the pressure-cooker bombs that wreaked such horror and agony at the Boston Marathon are considered weapons of mass destruction, while a semi-automatic weapon, such as that used at Sandy Hook Elementary School, is not?
