No charges in fatal police shooting in Kitsap County

The Dec. 8 shooting by police of an unarmed man in Suquamish was reasonable under the circumstances and will not result in criminal charges, according to Kitsap County Prosecutor Russell Hauge.

Thomas Anthony Black, 44, was fatally shot by Det. Greg Graves of the Port Gamble S’Klallam Police Department after officers had gone to a home to arrest another man, a dangerous convicted felon.

Black was seated on a couch when officers entered, and when they repeatedly directed him to raise his hands, he instead appeared to reach under blankets and pillows, Hauge said.

Graves fired, fearing Black was reaching for a weapon, the prosecutor said.  A pathologist determined in addition to the Black’s gunshot wounds, “acute methamphetamine intoxication” contributed to his death.

Although it was initially reported that Black had fired at officers, that was later determined to be untrue.
