MONROE (AP) — The Washington State Patrol says an investigation by its Missing and Exploited Children’s Task Force led to charges against a 58-year-old man who was a police drug awareness officer for schools in Monroe.
The patrol says former Sgt. Carlos Martinez is charged with voyeurism, child molestation and sexual exploitation of a minor. He’s accused of abuse that took place over 10 years beginning in 2003 when the girl victim was 14.
The Daily Herald reports Martinez served with the Monroe Police Department for 20 years and left in 2009. He spent nine years in elementary and middle schools as a Drug Abuse Resistance Education officer.
Patrol Lt. Ron Mead says Martinez developed a relationship with the victim through his involvement with the schools.
