Clark County to borrow $10M to settle wrongful-conviction case

VANCOUVER, Wash. — Clark County will borrow $10 million to pay a settlement to two men who spent 17 years in prison, wrongly convicted of rape.

The Columbian reports the county settled with 57-year-old Larry Davis, of Vancouver, and 49-year-old Alan Northrop, of Woodland, to end a federal lawsuit. County commissioners approved terms of the loan Tuesday.

The county wasn’t insured in 1993 when the two were convicted of raping a woman in La Center. Later DNA testing cleared the men, and their lawyers said the county was negligent because a detective failed to check out other leads in the case.
