A Federal Way man faces rape and prostitution charges for allegedly having sex with a severely developmentally disabled women and forcing her and another developmentally disabled woman to have sex with his friends for money.
James Delong, 67, allegedly raped a woman for several years after he took her in as a “charity case,” according to a probable-cause affidavit. The 51-year-old woman is developmentally disabled almost to the point of being non-verbal, police said, and she can’t read, write or say how old she is.
Neighbors told police that Delong groomed the woman by buying her children’s books and toys, according to the affidavit.
Delong also drove the 51-year-old woman and a 56-year-old woman, also a roommate he took in as a “charity case,” to his friends’ houses and forced them to have sex with his friends in exchange for money, court documents allege. Court documents state the 56-year-old woman “suffers from her own vulnerabilities.” Delong told police he received about $100 each time he provided the women to his friend.
The 51-year-old woman came to the Federal Way Police Department on Feb. 18 accompanied by a roommate and their landlord. Through her roommate’s assistance and an officer asking “yes” or “no” questions, she said she had been forced to have sex with Delong even though she had said “no.” Delong was arrested the next day.
Delong has been charged in King County Superior Court with second-degree rape, promoting prostitution in the first-degree and promoting prostitution in the second degree. He remains in custody on $700,000 bail.
