One-man pot patrol: One Seattle Police officer is responsible for about 80 percent of the tickets that were issued earlier this year for marijuana use in public. The tickets included a few one-liners, including one ticket referring to the voter-enacted changes in marijuana laws as “silly,” according to a statement from new Police Chief Kathleen O’Toole.
