Parents arrested, toddler taken from cold garage

An Anacortes couple was arrested over the weekend and booked into the Skagit County Jail for investigation of criminal mistreatment of the woman’s young child as well as drug charges.

About 4:45 a.m. Sunday, Anacortes police were called to the 800 block of 23rd Street for a welfare check, where they found the couple and the 1-year-old child living in a garage. Police described the garage as dangerous, filthy and unheated.

“It’s a very sad case,” Police Chief Bonnie Bowers said. “It’s one of the worst I’ve seen in 30 years.”

The toddler was taken to Island Hospital for treatment and evaluation and then placed into the custody of Child Protective Services.

Four adults at the scene, including the mother and her boyfriend, appeared to be under the influence of heroin, police said.

Charges of possession of heroin and second-degree criminal mistreatment have been filed on both the man and the woman, who are both being held on totals of $100,000 bail.
